Kuwait CAPT Registration: A Document-Preparation Guide for Foreign Suppliers
Before responding to a public tender, establish which registration route applies to your company and assemble a consistent, authorised document set.
Source check: 13 October 2026. Kuwait’s Central Agency for Public Tenders (CAPT) publishes a two-page English guide for first-time registration of foreign contractors and consulting offices. This article turns that document list into a preparation workflow. It is not a substitute for the current CAPT form, a tender’s own conditions, or advice on whether your company is eligible to bid.
Supplier registration and a tender response are separate tasks. Registration establishes a supplier record; an individual opportunity can still require prequalification, technical evidence, a financial offer and tender-specific forms. Start with the official CAPT foreign-registration document, then check the live CAPT portal and the particular tender before preparing a submission.
1. Confirm the applicant and the right route
The CAPT document is expressly for foreign contractors and consulting offices registering for the first time. A Kuwait-incorporated supplier, a renewing registrant or a buyer-specific vendor list may use a different process. Identify the contracting legal entity, licence jurisdiction, intended work category and person authorised to sign before gathering files. Do not assume that a parent company’s registration covers its subsidiary or that CAPT registration alone qualifies a firm for every public contract.
Our GCC supplier-registration comparison helps separate CAPT from other buyer portals. It is a navigation aid; the current agency instructions govern the application.
2. Prepare the four document groups CAPT names
- Commercial licence: CAPT asks for a copy certified and attested by the Kuwaiti embassy in the company’s home country. Its guide asks for English and Arabic translations by an accredited interpreter, with the stated certification. The licence must show the business activity and be supplied as a PDF. CAPT says articles of association or a memorandum of incorporation are not substitutes for this licence.
- Authority to sign: if the authorised signatories are not named in the licence, the guide asks for an official power of attorney and the specified certification and translations. If they are named, the guide says a separate power of attorney is unnecessary. Match the names and roles across the licence, authority document and application.
- Signature authorisation form: use CAPT’s current form rather than recreating its layout in a company template. Confirm that the signatory details agree with the licence and any power of attorney.
- Company request letter: CAPT asks for a newly dated letter in Arabic and English with the company name, address, phone and fax numbers, official email, and authorised signatory’s name and job title. Confirm every contact detail with the person who will monitor CAPT replies.
These are the groups listed in CAPT’s public guide, not an assurance that no further item will be requested. CAPT states that it may ask for additional documents or changes. Have the company’s legal or registration adviser confirm attestations, translations and entity-specific requirements before submission.
3. Build a control sheet before uploading
A simple control sheet prevents an otherwise complete application from becoming inconsistent. Use one row per file, with columns for document name, legal entity, issuing authority, issue or expiry date, language, attestation, named signatory, file owner and final PDF filename. Check that the licence activity matches the work you intend to tender for and that the English and Arabic versions refer to the same entity and person.
Separate confirmed, awaiting certification and requires agency clarification. Do not mark a document ready simply because it exists. Keep the original source document and the submitted version together so a later CAPT question can be answered without guessing which file was sent.
4. Allow for questions and check the tender itself
CAPT’s published guide gives a typical processing range after the required documents are complete, but also warns that verification can take longer in some cases and that missing documents or an unattended email can delay registration. Treat any published range as planning information, never as a guaranteed approval date. Monitor the official email entered in the application and respond through the agency’s stated channel.
Once the supplier route is clear, read the specific tender’s eligibility, prequalification, format, technical and financial requirements. A generic company profile is not automatically a compliant technical offer. Convert the tender’s instructions into a requirement matrix: requirement, requested evidence, company owner, response location and final check. Keep pricing and financial commitments under the customer’s own approval process.
Check the four CAPT files as one consistent package
The official CAPT list is short, but the same legal name and signatory must appear consistently. Use this control table before converting approved documents to their final upload files.
| CAPT document group | Consistency check | Status to record |
|---|---|---|
| Commercial licence | Entity, activity, attestation and both translations | Source copy, certification, final PDF |
| Power of attorney, if needed | Compare signatory names with the licence | Required or not required, with reason |
| CAPT signature form | Use the current official form and authorised person | Completed and checked |
| Bilingual request letter | Date, contact details and signatory agree in both versions | Approved by the company |
For example, if the commercial licence names an authorised signatory but an old company profile names someone else, resolve the discrepancy with the company’s registration adviser before sending the request letter. The table is a preparation tool, not a CAPT-issued form or a substitute for the current official instructions.
Where Labeeb can help
Labeeb can organise company-supplied facts into a clear capability profile, bilingual request letter or tender-response narrative, and help map a client’s approved evidence to the buyer’s instructions. The client and its advisers remain responsible for legal eligibility, document certification, official registration, pricing and submission. We cannot register or certify the company on CAPT’s behalf or guarantee an award.
If you are preparing a specific Kuwait opportunity, share the buyer name, tender documents, company profile, deadline and the documents your team has already approved. See our Kuwait business-proposal service or chat with Labeeb about the document scope.
