UAE Visa & Work Permit Guide for Job Seekers (2026 Edition)
Every route into UAE employment runs through a permit, and the sequence is fixed: an offer, a work permit, an entry permit, a medical, an Emirates ID, then residence. This guide sets out the steps in order, who is responsible for each, and the two preparations that decide whether your start date holds.
Work permit and residence visa are two different things
These are used interchangeably in conversation and are not the same document. The work permit is issued by MoHRE and authorises you to work for a specific employer. The residence visa authorises you to live in the country. You need both, they are issued by different authorities, and the employer sponsors both for standard employment. Free zone employment works differently again: the free zone authority issues the permit rather than MoHRE, which is why guidance written for mainland employment does not transfer cleanly to a DIFC, ADGM or other free zone role.

The order of events for a standard employment route
1. Job offer. A signed offer setting out role, salary and terms. Nothing begins before this.
2. Work permit application. Your employer applies to MoHRE (or the free zone authority). Your qualification and its attestation feed the skill-level classification at this point — which is why attestation delays here rather than later.
3. Entry permit. Allows you to enter the country for employment, or to change status if you are already in the UAE.
4. Medical fitness test. Required for residence. Conducted at approved centres.
5. Emirates ID. Biometrics and issuance. This is your identity document for essentially everything afterwards.
6. Residence visa issuance and the employment contract registration that completes the process.

Attestation is the step that delays start dates
Your degree certificate must be authenticated through a chain that runs in the country that issued it, then in the UAE — and steps in that chain cannot be performed from inside the UAE once you have relocated. It is measured in weeks per step.

Name and document consistency
Your name must be identical across your passport, degree certificate, offer letter and every portal record. A middle name present on one and absent on another is a genuine and slow-to-resolve discrepancy at verification. Fix it before the process starts.
Routes that are not standard employment sponsorship
Long-term residence. The UAE offers extended residence categories for qualifying investors, entrepreneurs, specialised talent and outstanding students. These are not employer-sponsored, which changes your negotiating position materially — the current categories and criteria are on u.ae.
Remote work residence. A route for people employed by a company outside the UAE who wish to live here. Four things to be firm about
No legitimate employer or licensed recruiter charges a candidate for a visa. Recruitment and permit costs are the employer’s obligation. Any request for payment is the clearest possible signal to walk away — verify licensing through the MoHRE service directory.
Never surrender your passport. It may be presented for processing; it is not handed over indefinitely.
Do not start work before the permit is issued. Working outside the terms of your permit exposes you, not just the employer.
Check that the permit names the employer you actually agreed to join. Where a group operates multiple entities, the sponsoring entity matters for your contract, your end-of-service position and any future transfer.
