PhD Publication Requirements in the GCC: What Universities Ask Before You Defend (2026)

Several Gulf universities will not schedule a PhD defence until a journal paper is accepted, and Saudi academic promotion counts publications. This guide summarises the published rules we have verified, what they mean for your timeline, and how to avoid the journals that do not count.

The rules

What selected GCC universities require

  • Khalifa University (Abu Dhabi): at least one full paper accepted in a Scopus Q1 journal in the dissertation field before submitting the intent to defend; the student must be the lead author and the paper must come from the dissertation’s contributions.
  • Qatar University, PhD in Business: at least two papers published or accepted in peer-reviewed journals meeting the programme’s quality criteria, such as an Academic Journal Guide (ABS) rating of 2 or better; journals that charge publication fees do not count.
  • Qatar University, PhD in Engineering: at least two Q1 or Q2 international journal papers for students admitted from Fall 2020.
  • University of Sharjah: publishes graduate-student publication rules as part of its College of Graduate Studies regulations.

Rules differ by programme and change between catalogues. Always confirm the version that applies to your admission year with your graduate college.

Timeline

What this does to your PhD timeline

Peer review routinely takes months, and a first submission is often rejected or returned for major revisions. If your programme requires an accepted paper before the defence, the paper has to be submitted well before your final year — typically from your first substantial results chapter. Plan the dissertation so that at least one chapter is written as a stand-alone journal article.

Journals that do not count

Programme rules often exclude journals outside named indexes or quartiles, and some exclude pay-to-publish journals entirely. Predatory journals — which charge fees with little real peer review — are a documented risk for GCC researchers under publication pressure, including Saudi faculty whose promotion counts publications and residents who must complete research. Check that a journal is genuinely indexed (Scopus or Web of Science), that its quartile matches your rule, and that its fee model is allowed by your programme.

Responding to reviewers

Most accepted papers go through at least one revision. A good response letter answers every comment point by point, shows exactly where the manuscript changed, and disagrees politely with evidence where a reviewer is wrong. Weak responses are a common reason a revised paper is rejected.
