GCC Supplier Registration Requirements: what each buyer asks for
Every large GCC buyer runs its own supplier register, on its own portal, with its own document list. Most of those lists split into two kinds of document:
- Documents other people issue: trade licence, VAT or tax certificate, bank letter, owner’s passport copy, chamber or SME certificates. You get these from authorities and your bank.
- Documents your company writes: company profile, capability statement and project references, HSE and quality policies, sustainability or ethics policies, and prequalification answers. These are where suppliers most often stall, and this is the part Labeeb helps with.
We read each buyer’s official supplier page or PDF and recorded only what it states. Where a buyer shows its requirements only after you log in, we say so and link the portal. 9 of the 16 buyers below publish enough to list their documents.

Supplier Registration Document Checklist

Entering the GCC as a foreign supplier
If your company is licensed outside the country of the buyer, the first question is whether that buyer lets you register at all, and through which route. This is what the official sources say, as of 22 September 2026:
- UAE federal government: the Ministry of Finance register has a “Foreign Supplier” category for companies located outside the UAE without a local branch. It asks for a trade licence, a tax registration certificate and the owner’s passport copy (Ministry of Finance).
- DEWA: publishes a separate enrolment guide for foreign suppliers outside the UAE. Mandatory: trade licence and a passport copy of the owner, sponsor or manager. Optional: chamber of commerce certificate, product catalogue, agency certificate, SME registration (DEWA foreign supplier guide).
- ADNOC: says UAE and overseas suppliers can register. Overseas manufacturers do so through an Abu Dhabi-based agent with an attested agency agreement (ADNOC Supplier Hub).
- Abu Dhabi Government (ADGPG): only AD-DED licence holders self-register. Anyone else has to be invited by the government entity they want to work with (ADGPG FAQ).
- Aramco: suppliers in the UAE, Bahrain, Kuwait, Oman and Qatar register through its Dhahran e-Marketplace, and Aramco says its Saudi document list does not apply to them. Most other countries go through the Aramco affiliate for their region (Aramco).
- Bahrain Tender Board: public tenders, local and international, are open to all suppliers and contractors, and the guideline sets separate deadlines for companies outside Bahrain (Tender Board guideline).
For ENOC, Etihad Airways, Emaar, EGA, SABIC, Dubai eSupply and Oman’s Esnad, the public pages do not set out a separate foreign-supplier route. Ask the buyer before you start.
Documents a GCC buyer will read
Once registration opens, the buyer judges you on documents written for its procurement team: a company profile and capability statement that match your licence activities, project references, and policies (HSE, quality, sustainability, ethics) that answer its questionnaire. None of the registration pages above says these must be in Arabic, but Arabic versions help with Arabic-first buyers, especially in Saudi Arabia. Check each tender’s language rules.

Supplier registration FAQ
What documents do I need to register as a supplier in the UAE?
It depends on the buyer. The documents that appear most often on the official pages we checked are a valid trade licence, a VAT or tax registration certificate, a bank letter, and a passport copy of the owner or manager. The UAE Ministry of Finance, for example, asks domestic suppliers for a trade licence, VAT registration certificate and the owner's passport copy. Buyers such as ADNOC then prequalify you and ask for experience evidence and quality and HSE manuals or certifications.
Can a foreign company register as a supplier with GCC government buyers?
Some registers allow it. The UAE Ministry of Finance has a Foreign Supplier category, DEWA has a foreign supplier enrolment guide, and Aramco registers suppliers based in other GCC countries through its e-Marketplace. Abu Dhabi Government Procurement Gate only lets AD-DED licence holders self-register; other companies must be invited by a government entity. Always check the buyer's own page.
Is supplier registration free?
On the official pages we checked, ADNOC says registration and prequalification carry no service fee, DEWA enrolment is free of charge, the UAE Ministry of Finance lists no fees, and Etihad says it charges no registration fees for tenders. Bahrain's Tender Board sells tender and prequalification documents for a non-refundable fee.
Does registering as a supplier guarantee work?
No. Aramco and SABIC both say that registering or qualifying does not guarantee business. Registration lets you take part in tenders; winning depends on each tender response. Labeeb writes company profiles, capability statements and tender responses but cannot promise registration, prequalification or an award.
