Which business document do you actually need? A two-question check for UAE and GCC companies
Banks, investors, funding programmes, free zones, clients and boards each ask for different documents, and sending the wrong one costs weeks. Tell us who will read it and what you are trying to achieve; the check tells you which document they usually expect, what it must contain and what to confirm with the reader first.

The reader decides the document
A feasibility study answers “should this project go ahead?”, a business plan answers “how will this business run and grow?”, a company profile answers “who are you and can you deliver?”, and a proposal answers “how will you meet this specific requirement?”. The check maps each reader to the question they are asking.
Published requirements first
Where an institution publishes its document list, the check follows it: SIDF asks for a feasibility study and financial model; Oman Development Bank requires a feasibility study from its approved offices; Khalifa Fund requires a business plan and discourages outsourcing its authorship; ADGM’s regulator reviews a regulatory business plan. Always confirm the reader’s current checklist.
What it cannot tell you
No document guarantees a loan, investment, licence, award or approval; the decision always stays with the reader. The check does not cover legal, audit or immigration filings.

Frequently asked questions
Is a feasibility study the same as a business plan?
No. A feasibility study tests whether a defined project is viable before money is committed; a business plan explains how an approved business will operate and use funds. Our guide feasibility study vs business plan sets out who asks for which.
Does a UAE free zone require a business plan?
We found no published rule requiring one for a standard free zone licence; formal plans appear mainly at regulated gates such as ADGM’s financial services regulator. If your free zone asks for one, ask for its format first.
Do commercial banks read business plans?
Commercial banks mostly lend against what they can verify: bank statements, cash flows, audited accounts and collateral. A narrative document usually matters less than your banking history. Development lenders are the ones that typically ask for a feasibility study.
