How to Write Winning Government Tenders in the UAE — 2026

A practical, source-backed guide to supplier registration, prequalification and tender-response documents across the UAE federal platform, Dubai eSupply, Abu Dhabi Government Procurement Gate and ADNOC Supplier Hub.

Bidding soon? Score your company in two minutes with our free tender and prequalification readiness checker.

Bidding to Abu Dhabi entities? Start with Abu Dhabi government supplier registration (ADGPG).

Last checked against the official portals and legislation on 22 September 2026.

Start with the tender itself. Requirements differ by authority, category, contract and procurement event. A registration checklist is not a tender checklist, and no universal ICV weight, bond percentage, bilingual rule or document list applies to every UAE opportunity. Use the current official portal and the issued tender documents as the controlling source.

The current UAE procurement landscape

Federal entities

The Ministry of Finance Digital Procurement Platform connects federal entities with suppliers registered with the Ministry. It supports tender publication, bid submission, progress and award tracking, purchase orders, invoices, payments and electronic contract signing.

Ministry of Finance Digital Procurement Platform

Dubai Government

eSupply is the official procurement portal for Dubai Government tenders and supports online bidding for more than 40 participating government entities. Supplier registration and each opportunity’s documents remain portal-controlled.

Dubai eSupply

Abu Dhabi Government

The Abu Dhabi Government Procurement Gate provides supplier registration, tender listings and supplier guidance. The current supplier page routes new registrations through its chatbot or Oracle Fusion process.

ADNOC Group

ADNOC uses a central Supplier Hub. Its published sequence is: create or connect an Ariba account, submit the profile questionnaire, complete Integrity Due Diligence, respond to review questions and then proceed to prequalification for eligible product or service groups.

ADNOC Supplier Hub registration

Registration, prequalification and tender response are different stages

  1. Supplier registration establishes the legal entity and portal profile. The portal may ask for licence, ownership, banking, tax, category and contact information.
  2. Prequalification assesses whether the supplier is eligible for particular product or service groups. It may request capability, experience, integrity, quality, HSE, financial or technical evidence relevant to that category.
  3. Tender response answers one issued opportunity. The invitation, RFP/RFQ, addenda, clarification answers, forms and evaluation criteria determine what must be submitted.

If a buyer asks for your In-Country Value score first, read our ICV certificate guide. For the written prequalification file and the bid itself, see our tender and proposal writing service and the supplier registration checklist.

Do not reuse one generic document pack across all three stages. Keep a controlled evidence library, then build each submission around the live portal fields and tender instructions.

A document-readiness matrix that avoids unsupported assumptions

Document family Prepare before an opportunity Confirm for each authority or tender
Legal and company identity Current trade licence, registered company details, authorised contacts and the information needed for portal registration. Accepted licence jurisdiction, permitted activity, ownership disclosures, tax or banking forms and portal-specific declarations.
Company profile and capability statement Truthful service categories, operating locations, team capability, relevant experience and contact details. Page limit, prescribed headings, category-specific proof and whether the buyer requests a separate PQQ response.
Experience and references A verified register of projects, clients, dates, scope, values where disclosable and reference contacts where permission exists. Minimum number, recency, sector, geography, completion evidence and any required reference form.
Quality, HSE and technical evidence Only certifications, policies, procedures and systems the supplier actually maintains. Which standards, certificates, validity periods, product/service qualifications or method statements are mandatory for the category.
Integrity and due diligence Ownership, conflicts, sanctions, ethics and authorised-signatory records that can be verified. Portal questionnaires and declarations. ADNOC, for example, publishes an Integrity Due Diligence step in its registration sequence.
ICV and local value Understand the National ICV program and retain the current certificate if the business has one. Whether ICV applies, how it is evaluated and which current form or certificate the specific buyer requests. Never invent a universal weight.
Technical response A reusable evidence library: delivery approach, team CVs, schedules, risks, governance and quality controls. Mirror the issued response structure and answer every requirement with tender-specific, supportable evidence.
Commercial response and securities Internal pricing controls, approval levels and an authorised commercial-review process. Required price schedule, tax treatment, currency, validity, bond or guarantee terms and bank wording exactly as stated in the issued documents.

What the current official sources actually establish

  • The active federal framework is Federal Law No. 11 of 2023 on Procurement in the Federal Government, supported by Cabinet Resolution No. 122 of 2024, whose executive regulation is listed as effective from 14 May 2025.
  • The Ministry of Finance platform is the official federal digital procurement route and provides its own supplier-registration manual and procedures guide.
  • Dubai eSupply describes itself as the official Dubai Government tender portal and says the entire bidding process is managed online for participating entities.
  • ADNOC currently publishes an estimated registration timeline of 14 days, subject to a complete application and review. It requires registration before prequalification and lists licence/activity conditions on the live registration page.
  • The National ICV Program is a UAE government initiative for local economic value. Whether and how an ICV certificate affects one procurement event must be taken from that buyer’s current documents.

How to build a compliant response without overclaiming

1. Build a requirement register

List every instruction, form, attachment, response field, deadline, clarification and approval owner. Mark each item complete only when the underlying evidence exists.

2. Separate fact from proposal

Company credentials and past performance must be verifiable. Delivery methods, staffing and schedules are forward commitments and need internal operational approval.

3. Use the buyer’s structure

Follow the issued response template and evaluation headings where provided. Do not assume a generic six-section model, fixed scoring weight or mandatory bilingual format.

4. Run a final compliance review

Check version, signatures, file names, required forms, attachments, arithmetic and portal upload status. Submit within the official deadline and keep the portal confirmation.

UAE Tender Readiness Self-Assessment

Twelve yes/no questions across the four stages above: portal registration, company documents, compliance policies and the bid response itself. Answer for the buyer you are preparing for. You get a readiness band and a gap list that says, for each gap, who can close it: you, your licensing authority, your auditor, an ICV certifying body, or a document Labeeb can write. It does not decide eligibility. The issued tender documents always control.

A. Registration

1. Is your company already registered on that buyer’s official supplier portal?

Federal: MoF Digital Procurement Platform. Dubai: eSupply. Abu Dhabi: ADGPG. ADNOC: Supplier Hub.

2. ADNOC only: have you completed the Ariba account, profile questionnaire and Integrity Due Diligence steps?

ADNOC’s published sequence ends in prequalification for eligible product or service groups (ADNOC Supplier Hub).

B. Company documents

3. Is your trade licence current, with a licensed activity that matches the category you are bidding in?

Buyers set their own licence conditions. ADNOC, for example, lists licence and activity conditions on its registration page.

4. Do you have an up-to-date company profile that states your service categories, locations, team and relevant experience truthfully?

5. Do you have a capability statement for this category, backed by a verified project reference register (client, dates, scope, reference permission)?

6. Do you have your latest audited financial statements?

Prequalification often asks for financial evidence. For ICV, MoIAT requires statements prepared under IFRS and audited by a licensed UAE auditor.

7. If this buyer uses the National ICV Program: do you hold an ICV certificate that is still valid?

Under MoIAT’s ICV Certification Guidelines for Suppliers (Sep 2025), section 03(d), a certificate is valid for 14 months from the issue date of the audited financial statements. Whether ICV applies is set by the buyer (National ICV Program).

C. Compliance policies

8. If the buyer asks for them: do you have signed HSE and quality policy statements that describe systems you actually run?

9. Are your ownership, conflict-of-interest, ethics and authorised-signatory records ready for the buyer’s declarations?

D. Bid response

10. For a live tender: do you have a compliance matrix that maps every instruction, form and requirement to where your response answers it?

11. Do you have a technical proposal (or an evidence library for one): methodology, key-staff CVs, schedule, risks and quality controls, following the buyer’s structure?

12. Is your pricing schedule approved internally, and do you know your bank’s lead time for any bond or guarantee in the tender’s exact wording?

This is a preparation checklist, not an eligibility decision. Registration fields, prequalification requirements, bond terms and ICV use are set by each buyer and each issued tender. Sources: Federal Law No. 11 of 2023, Cabinet Resolution No. 122 of 2024, MoF: supporting SMEs, MoIAT ICV guidelines (Sep 2025) and the portal pages linked above. Last checked: 22 September 2026.

Where Labeeb can help—and where it cannot

Labeeb can help structure and write a company profile, capability statement, PQQ narrative, technical proposal, method statement, executive summary and bilingual content using evidence supplied and approved by the client. We can also help organise the response against the issued requirements.

We do not issue licences or certificates, decide eligibility, submit portal registrations on a client’s behalf, create project evidence, provide legal or tax advice, or guarantee registration, prequalification or tender award. The supplier remains responsible for portal submissions, declarations, technical commitments and commercial approvals.

Have a live RFP, RFQ or prequalification questionnaire?

Ask Labeeb AI to identify the document type and route you to the appropriate proposal, company-profile or governance support. A human scope review follows when the work is bespoke.

Frequently asked questions

What documents are required for UAE supplier registration?

There is no single UAE-wide list. Start with the official portal for the authority, then complete its current registration fields and document checklist. Registration documents can differ from prequalification and tender-response documents.

Is an ICV certificate mandatory for every UAE tender?

No universal rule or score should be assumed. The National ICV Program is real, but applicability and evaluation are controlled by the relevant buyer and procurement documents.

Can Labeeb register my company on a procurement portal?

No. Labeeb supports document writing and response organisation. The supplier or its authorised representative must handle portal registration, declarations and submission.

Does every government tender require Arabic and English?

Requirements vary. Use the language instructions in the issued tender and official portal. Where bilingual content is requested, use reviewed professional Arabic rather than assuming one rule applies across all authorities.

Can good tender writing guarantee an award?

No. Clear, compliant writing can make evidence easier to evaluate, but eligibility, technical capability, price, competition and the buyer’s decision remain outside Labeeb’s control.
