Saudization Tracker 2026
Which professions Saudi Arabia is localizing, at what percentage, from when — and what changed in Nitaqat this year. Sourced to the Ministry of Human Resources and Social Development and corroborating coverage, with each item labeled. For professionals planning a Saudi career move and companies planning their documentation — not a substitute for legal or compliance advice.
As of August 2026, MHRSD localization covers 269 professions. The current wave: accounting professions rising from 40% toward 70% over five years (from 27 October 2025), engineering technical professions at 30% (firms with five or more engineers, from 27 July 2025), pharmacy at 55% (65% in hospital settings), dentistry stepping 45% to 55%, and marketing and sales roles at 60% from 19 April 2026 — a decision that explicitly includes graphic designers, PR and advertising specialists. Nitaqat itself moved to a five-band structure with the Yellow band eliminated and Saudization counting now tied to digital contracts on Qiwa.

Profession localization decisions — current wave
Accounting — 40% → 70%
Phased over five years from 27 October 2025 for firms with five or more accounting-profession employees. The single biggest white-collar localization under way. MHRSD decision; corroborated by Clyde & Co and Gulf press.
Marketing & sales — 60%
Effective 19 April 2026, explicitly including marketing specialists, graphic designers, PR and advertising specialists. MHRSD; corroborated.
Engineering technical — 30%
From 27 July 2025 for establishments with five or more engineering staff; Saudi engineers must be registered with the Saudi Council of Engineers. Compliance window extended to 30 June 2026. MHRSD; corroborated.
Pharmacy — 55% / 65%
55% across pharmacy professions, 65% where linked to hospitals, from 27 July 2025. MHRSD; corroborated.
Dentistry — 45% → 55%

Nitaqat in 2026: what actually changed
Five bands, Yellow eliminated. Establishments are classified Platinum, High/Medium/Low Green or Red; former Yellow-band firms dropped to Red under the reform. A new three-year Nitaqat cycle launched between November 2025 and April 2026, expanding classification from 37 to 41 sectors.
Qiwa contracts now decide the count. Saudization credit is tied to digital contract documentation on Qiwa — a Saudi employee without a Qiwa-documented contract is invisible to the count. Enforcement runs two layers deep: the overall band plus profession-specific quotas.
The tender connection. A Green-or-better band and a Saudization certificate are prerequisites for bidding on Etimad government tenders, and Local Content scoring requires documented Saudi staff-development programmes — localization performance is now part of winning government work, on paper, literally. For Saudi professionals: Jadarat. The national employment platform requires a structured profile plus an uploaded CV as a PDF under 2MB; university graduates must pass the Qiyas General Aptitude Test before applying to ranked roles.
