Saudi Council of Engineers Accreditation: What Your CV and File Need in 2026
For engineers working in or moving to Saudi Arabia — why SCE professional accreditation decides your work permit, what the Council checks, and how to keep your CV, degree and job title telling the same story. Includes how Oman, Kuwait and Qatar now handle engineer accreditation.
Why SCE accreditation is not optional
Under Saudi Arabia’s Engineering Professions Practice Law and its implementing regulations, engineers must hold professional accreditation from the Saudi Council of Engineers (SCE) to practise. In practice this is what employers, the Ministry of Human Resources and immigration systems check before a work permit is issued, renewed or transferred for an engineering job title.
Engineering is also a Saudization priority: localisation quotas for engineering professions increased in 2026, so accredited, well-documented expat engineers compete for fewer roles and the quality of the file matters more.
What the Council checks
- Your engineering qualification — degree and transcripts, attested in your home country and authenticated for use in Saudi Arabia.
- Your specialisation — the discipline you are accredited in must match your degree, your experience and the job title on your contract and residency.
- Your experience — employer letters that support the grade you apply for; the SCE classifies engineers by professional grade and promotes grades on evidence.
- A professional exam where your category requires it — the SCE offers exams in cooperation with NCEES (US professional exams) and with Qiyas.
Where CVs cause rejections
Accreditation guides consistently list an updated CV that matches your declared specialisation. Most avoidable delays come from mismatches rather than missing documents:
- Specialisation drift — a civil engineer whose CV reads like a project manager’s, or an electrical engineer listing mostly commissioning or sales roles.
- Title mismatch — the job title on your CV, employer letter, contract and residency must agree.
- Undated or unverifiable experience — every role needs month-and-year dates that match the employer letters.
- Grade claims without evidence — if you apply for a senior grade, the CV must show the scope (project values, team size, design responsibility) that justifies it.

How Oman, Kuwait and Qatar compare
- Oman — since 1 August 2025, professional accreditation from the Oman Society of Engineers is mandatory to obtain or renew a work permit for engineering job titles.
- Kuwait — the Public Authority of Manpower suspended the 2018 arrangement that let the Kuwait Society of Engineers approve engineering certificates, so check the current route with your employer before you apply.
- Qatar — engineers register with the Ministry of Municipality (UPDA) — see what the Qatar rules actually require.
