Licensed professions in the Gulf: how licensing comes before hiring, and what your documents must show
Where a licence or registration comes before the job in the Gulf, and what that means for your documents: the health route in the UAE, Saudi Arabia, Qatar, Oman and Bahrain, engineering registration, teacher licensing, and the licence-exact details a CV and document set must carry. Each step links the regulator’s own page.
Quick answer: is your profession licence-gated, and what to check first
In the GCC, three families of work cannot start until a regulator says yes: health (doctors, dentists, nurses, midwives, pharmacists, allied health), engineering (any title that signs drawings or reads “engineer” on a permit) and teaching. The employer’s offer is the *second* gate. The first is a file a government body verifies with the institution that issued each document. A CV in a licensed profession is therefore a claims sheet: every date, title and registration number will be tested.
Five things to check before anything else:
- Is there a named regulator for your title in the country you are targeting? Health: DHA, DoH, MOHAP (UAE); SCFHS (Saudi); DHP (Qatar); MoH with OMSB exams (Oman); NHRA (Bahrain). Engineering: SCE (Saudi); UPDA/MMUP committee (Qatar); Society of Engineers plus emirate-level registration (UAE); OSE (Oman). Teaching: MoE licence with KHDA/ADEK/SPEA appointment (UAE); ETEC licence (Saudi). If your exact title is on the regulator’s list, you are gated.
- What is your gap of practice? Every health regulator counts months since you last practised. The UAE’s unified PQR bars non-nationals with a gap above five years, and DHA treats more than two years as a discontinuity that can trigger re-assessment or a trainee restriction. Qatar’s DHP will not register or license physicians with a break above two years without conditions.
- Is your home licence current, and can you get a good-standing letter under six months old? The UAE PQR requires a Good Standing Certificate “not older than six (6) months” at application and a licence that, if expired, is not more than six months past expiry.
- Do your certificates carry the exact title the regulator will license? SCFHS states that your specialty and rank are set by its classification department, not by your job description.
- Who will pay, and in what order? Some regulators require an employer to open the file (Qatar DHP evaluation payment routes to the employer; DHA licence activation is done through the facility’s account). Others let you start alone from abroad (SCFHS classification can be applied for from outside the Kingdom).

Part 1 — Health: the route by country
Every GCC health regulator follows the same four beats: verify documents at source, assess by exam where required, register or classify at a defined title, then license to a facility. Names, fees and order differ; the beats do not.
United Arab Emirates — one rulebook, three licensers
One rulebook, the Unified Healthcare Professionals Qualification Requirements (PQR), third version, issued jointly by MOHAP, DoH Abu Dhabi, DHA and Sharjah Health Authority; each authority licenses within its emirate. Three DHA rules that catch people: three attempts at the assessment across all UAE authorities combined, with a third failure blocking a new DHA application for two years; a negative or pending PSV report bars registration; and a registration not activated within its one-year validity must be renewed or restarted. MOHAP (Northern Emirates) runs the same beats under different service names. The “Evaluation of Health Professional” service (AED 500 physicians and dentists; AED 400 nurses and midwives; AED 300 allied health and TCAM; five working days; no practice gap above three years) produces an evaluation certificate; the facility then applies for “Licensing or Re-licensing” (AED 3,000 doctors; AED 1,000 nurses and technicians in private facilities; 1–2 working days; no practice gap above two years unless training details are provided per the PQR). Renewal requires CME in the same specialty and malpractice insurance; certificate and licence validity periods are set out on MOHAP’s licensing and renewal service pages.
DoH Abu Dhabi uses TAMM for the application and Pearson VUE for the exam; the Pearson link is activated in TAMM only after DoH approves the application for exam and the fee is paid. Saudi Arabia — classification first, then registration

Qatar — DHP (the former QCHP)
The Qatar Council for Healthcare Practitioners was reorganised into the Department of Healthcare Professions (DHP) under the Ministry of Public Health; the older “QCHP” name still appears on circulars.

Registered General Nurse minimums: bachelor’s or three-year diploma plus two years post-registration clinical experience; associate degree plus three years. Physicians with a break above two years must meet the break-in-practice conditions.
Oman — MoH licenses, OMSB examines
The Ministry of Health registers and licenses practitioners through its Health Practitioners Registration e-service (free; five business days from a complete application). The Oman Medical Specialty Board (OMSB) runs the 19 Occupational Classification (OC) examinations used for licensing, delivered in Muscat and at Pearson VUE centres worldwide.

Bahrain — NHRA and the Mehan portal
The National Health Regulatory Authority (NHRA) assesses every new application against a profession-specific PQR and requires primary source verification (DataFlow, QuadraBay or Clean Sheet Group are all accepted).

Only Bahraini or GCC nationals holding a valid GCC licence are exempt from the licensure exam.
Part 2 — Engineering: registration is the legal boundary
Saudi Arabia — Saudi Council of Engineers (SCE)
The SCE’s bylaw (Article 27) requires all engineers practising in the Kingdom to be registered. Registration requires primary-source verification of the degree and, for non-Saudis, at least five years of experience: the SCE FAQ states that “Registration for those with less than five years of experience shall not be accepted, unless they are Saudi, Bedoon.” Professional grades in the SCE Professional Accreditation Guide are Engineer/Architect, Associate, Professional and Consultant. Associate requires the NCEES Fundamentals (FE/FA) exam; Professional requires a minimum of five years’ documented experience in the specialisation plus the Principles and Practice (PE/PA) exam; Consultant requires at least five years at professional level or ten years’ total professional practice, plus the PE/PA exam for those who have not already passed it. Why the iqama title matters: the SCE FAQ states that an engineer visa with no engineering certificate gets a Provisional Acceptance Letter; a valid engineer iqama with no engineering certificate can change profession directly; and after changing profession to “engineer” at the labour office, the engineer must log in to the SCE profile and apply for membership before the passports directorate will finalise the change. The title on your iqama, your SCE card and your CV must be the same word, or a system rejects the file.
Mumaris Plus is the health commission’s platform, not the engineers’ portal; half the internet conflates them.
Qatar — UPDA / MMUP grades
Law 19/2005 (Article 7) forbids practising “except after enrolment in the Register of Engineers”. The ministry’s categories are Expert, First, Second, Third and Trainee, with thresholds that move with the degree, promotion only at renewal, and a two-versus-three-year registration period on which the law and the ministry leaflet disagree. United Arab Emirates — no single licence
There is no unified UAE engineer licence. Three layers stack:
- Society of Engineers (SOE) membership: registration is online, but the SOE’s own guide states that you “should come personally to present the original certificates and make cash payment”; the degree certificate must be attested by the UAE Ministry of Foreign Affairs. Current fees are shown in the SOE portal at payment.
- Emirate-level registration: Dubai Municipality’s Dubai Engineering Qualification (DEQ) system, and Abu Dhabi’s Engineers Licensing System run by the Department of Municipalities and Transport through UAE Pass. The DMT FAQ states a trainee licence converts to a practising engineer’s licence once not less than three years of experience is approved, and that experience inside the UAE is authenticated by a MOHRE “To Whom It May Concern” certificate, outside the UAE by attestation through the issuing country, the UAE embassy and MOFAIC, and in free zones through the Chamber of Commerce then MOFAIC.
- Project approvals that will not accept a submission without a registered engineer attached.
Oman — accreditation tied to the work permit
Since 1 August 2025, engineers in Oman need an Oman Society of Engineers (OSE) professional accreditation certificate to obtain or renew a work permit. OSE grades are Engineer (bachelor’s plus qualifying points), Associate Engineer (bachelor’s + 5 years, master’s + 3, PhD + 2), Professional Engineer (10/5/3) and Consultant Engineer (15/10/5); certificates are valid two years; fees run OMR 70–165 per two years; PSV through DataFlow or QuadraBay is mandatory and “Your application will not be submitted without the verification report.” Kuwait’s parallel trap is covered, with Oman, in Arabic at اعتماد المهندسين في الكويت وعُمان.
Part 3 — Teaching: a licence for the profession, a permit for the school
United Arab Emirates — MoE licence plus emirate appointment
The Ministry of Education’s Educational Professions Licensure System (TLS) issues Teacher, School Professions and School Leadership licences. Per the MoE guide: register, attach university record, security clearance and certificate-equivalency number, attend an introductory workshop, sit the tests (three attempts each), then renew by e-portfolio. A transitional licence for educators already working “is not extended/renewed”; the full licence must be obtained before it ends. u.ae sets the minimum at a bachelor’s or four-year degree and a six-month wait after three failures. Fees: AED 250 first sitting, AED 100 per retest, AED 50 issuance, AED 100 portfolio assessment at renewal. The validity period is stated on the licence and on the TLS portal FAQ.
The licence is national; the appointment is per emirate. KHDA’s Dubai guide requires an Appointment Notice “only valid for work at the private school that submitted the request”, invalid on moving schools and withheld until the leaving school’s exit survey is filed; QF Emirates Level 6 minimum qualifications by phase; and four mandatory induction courses. Existing teachers must meet the thresholds by 1 September 2028. ADEK covers Abu Dhabi, SPEA Sharjah.
Saudi Arabia — ETEC teacher licence
The Education and Training Evaluation Commission issues the teacher professional licence after a General Teacher Test (pedagogy, mandatory for all) and a Specialty Teacher Test, both run by ETEC’s Qiyas centre, followed by application on the Professional Licence Platform (tpl.etec.gov.sa). Licence levels, validity, renewal windows and the extension to school leaders and supervisors are set out on that platform; check the current text, as exemptions for veteran teachers have changed since 2024. Part 4 — What this means for your CV and documents
Licence-exact titles. Write the title the regulator licenses, not the one your ward used. A DHA registration saying “Registered Nurse” beside a CV saying “Senior Staff Nurse” reads as two people.
Dates and numbers that reconcile. Registration numbers and issue/expiry dates go in a licensing block near the top, in the certificate’s format. Experience dates must match employment letters to the month; DataFlow verifies the letter and regulators count the months.
A verification-ready document set. Assemble it once, in this order, and keep it as PDFs: degrees in sequence; transcripts with programme duration and internship; each licence held, current and expired; a good-standing certificate under six months old (UAE) or sent directly by the authority (Qatar); employment letters on letterhead with dates, title and specialty; and, for surgeons, a logbook. Two countries, two readings. Saudi wants the classification decided before the job exists; the UAE judges the same file against a title chosen in advance. Part 5 — Common problems people describe in public forums
Paraphrased from recurring themes; no names, no quotes.
- DataFlow delays. Published turnaround is 15–25 working days (DataFlow), 15 for a new DHA report, 35 under OMSB; real waits stretch when an issuer does not answer.
- Exam before eligibility. NHRA does not accept exams attempted without its approval; DHA counts failed attempts across all UAE authorities. Get the eligibility first.
- Title mismatch. A degree, a licence and a CV with three different nursing titles produce a query at every desk.
- Expired home registration. The PQR’s six-months-past-expiry and six-month good-standing rules are hard. Renew the home licence before applying.
- Wrong platform. Engineers on Mumaris Plus; teachers assuming a KHDA appointment is the MoE licence; nurses assuming an OMSB pass is an Oman licence. Each is one half of a two-part gate.
FAQ
Can I work in the UAE as a nurse without a DHA licence?
Not in Dubai. Nursing is a licensed title under the unified PQR; you need DHA registration, then a licence activated by a DHA-licensed facility. In Abu Dhabi the equivalent is DoH; in the Northern Emirates, MOHAP.
How long does DataFlow take?
DataFlow’s own FAQ states 15–25 working days from payment and a complete submission; DHA’s FAQ states 15 working days for a new report and 5 for a transferred one; OMSB’s FAQ states 35 working days. Delays come from issuing institutions not responding.
Do engineers need a licence to work in the UAE?
There is no single national licence. Society of Engineers membership, emirate-level registration (Dubai DEQ, Abu Dhabi DMT) and project-approval rules stack; which apply depends on whether you sign drawings and where.
Does the SCE really refuse expatriate engineers under five years of experience?
The SCE FAQ states registration is not accepted for those with under five years’ experience unless they are Saudi or Bedoon. The SCE site is intermittently unreachable; the rule was confirmed against an archived copy of the official FAQ.
Is the UAE teacher licence the same as the KHDA appointment?
No. The MoE licence is the national professional licence; the KHDA Appointment Notice authorises you to work at one named Dubai private school and becomes invalid when you move.
